Latvia has already banned all non-regular passenger trips to Russia and Belarus as of 1 November 2025.

Regular routes remain limited to three lines to Russia and three to Belarus, but the Ministry of Transport is preparing a Cabinet order to cancel or not renew existing permits, citing security risks.

According to the Latvian Ministry of Transport, Lithuania currently maintains 29 regular international routes to Russia/Belarus, while Estonia allows only transit routes, mainly to Saint Petersburg.

Context

Latvia’s move signals a shift toward a full regional transport decoupling from Russia and Belarus. But the Baltic stance remains uneven: Lithuania still operates a large route network, Estonia keeps only transit corridors, while Latvia is positioning for a complete shutdown. Officials stress that a unified Baltic and EU approach is needed to ensure the restrictions have sustained regional-security impact.
