Estonia moves to ban transit of Russian and Belarusian grain

Estonia has decided to prohibit the transit of grain originating from Russia and Belarus, closing the possibility of Estonian ports becoming an alternative export route.
The national sanction covers grain classified under the CN 10 product group. It will enter into force on the day after the relevant regulation is published in Riigi Teataja.
Russian grain transit through Estonia has so far been virtually non-existent. The Estonian government says the measure is therefore intended primarily to prevent a new transit route from developing as Russia searches for alternatives to Black Sea exports.
EU tariffs introduced in 2024 restrict imports of Russian and Belarusian grain into the European Union but do not fully prevent transit through EU territory to third countries.
Estonia says it is coordinating with Latvia and Lithuania on restricting Russian grain transit through Baltic ports.
