Estonia’s Silmet wins EU strategic status amid Russian raw material dependency
The European Commission has selected Silmet 2.0, an investment and development project at Estonia’s NPM Silmet plant, among 46 new strategic projects under the EU Critical Raw Materials Act.
The project aims to adapt the plant’s infrastructure and production processes to alternative raw material supplies, supporting the continuity of production considered important for European industrial supply chains.
However, Estonia’s Foreign Minister Margus Tsahkna has called for a clear deadline to end Silmet’s dependence on Russian raw materials, saying the transition must accompany European support for the project.
Strategic project status can facilitate permitting and access to financing, but does not guarantee funding.
The case highlights a central challenge for Europe’s critical materials strategy: expanding domestic processing capacity while reducing dependence on suppliers that the EU regards as a security risk.
