Cemvision secures EU backing for planned low-carbon cement plant in Ventspils
Swedish industrial technology company Cemvision has been selected for an EU Innovation Fund grant of up to €27.5 million to support construction of its first commercial-scale low-carbon cement plant in Ventspils, Latvia.
The RE-MENT project is designed to produce up to 500,000 tonnes of cement annually, using industrial by-products, including steelmaking residues, instead of conventional clinker-based production. Cemvision estimates that the plant could avoid approximately 3.1 million tonnes of CO₂-equivalent emissions over its first ten years of operation.
The project also forms part of a broader Cemvision investment programme backed by the European Investment Bank. In July, the EIB signed a €40 million financing agreement covering activities in Latvia, Sweden and Poland.
Cemvision, led by CEO Claes Kollberg, will now negotiate the Innovation Fund grant agreement with the European Climate, Infrastructure and Environment Executive Agency (CINEA). Signing is expected between November 2026 and March 2027.
The grant selection advances the proposed Ventspils plant, although the funding agreement has not yet been signed and a construction timetable has not been confirmed.
