Baltic Railways: Passenger Journeys in 2025

BalticData released

Statistics Estonia’s regional comparison, drawing on Statistics Estonia and Eurostat data, puts rail passenger traffic across the Baltic states at 34.5 million in 2025. Latvia accounted for 21.4 million passengers, Estonia 7.7 million and Lithuania 5.4 million.

Rail travel is also growing in Estonia. In the third quarter of 2026, passenger numbers rose 5% year on year to 1.98 million, while passenger-kilometres increased 9%.

Operators report separate totals: Latvia’s Vivi carried 21.3 million passengers in 2025; Estonia’s Elron reported 7.66 million journeys; and Lithuania’s LTG Link reported 5.9 million passengers. These company figures are not fully reconciled with the Statistics Estonia–Eurostat comparison.

Three countries, three fleet renewal programmes

Latvia. Vivi’s fleet includes 32 Škoda electric trains. The state has ordered nine battery-electric trains for €89.4 million, with delivery planned by 2029, according to the Ministry of Transport.

Lithuania. LTG Link’s fleet includes Škoda EJ575 electric and PESA diesel trains. Its €226.5 million contract with Stadler covers 15 new trains—nine electric and six battery-electric—with maintenance and technical support through 2037. The first Stadler FLIRT entered regular passenger service on 22 October 2026.

Estonia. Elron is gradually introducing 16 new Škoda electric trains under a €146.8 million contract; their rollout began in December 2025 and depends on infrastructure readiness.

The three railways are renewing fleets from different starting points, combining conventional electric trains with battery power for routes that are harder to electrify.
