In October 2025, consumer prices in the Baltic states grew at a moderate pace, with annual inflation ranging between 4.1% and 4.6%, according to national statistics offices.

In Estonia, the consumer price index (CPI) was unchanged from September, while prices were 4.6% higher year on year. Goods rose by 2% and services by 8.3%. Food prices fell for the second consecutive month (–1.2%), mainly due to cheaper bread, cheese, and fish, while electricity rose by 3.1% and housing costs by 0.9%. Compared with a year earlier, the steepest increases were in dairy and eggs (+9%), meat (+7.7%), and chocolate (+34%).

In Latvia, inflation reached 4.3%, up 0.4% month on month. Housing-related expenses were the main driver: heat energy prices rose by 4.4% and electricity by 1.5%. Food and non-alcoholic beverages were up 0.5%, driven by fresh vegetables (+6.6%) and fish (+10.7%), while plant oils and pork became cheaper. Year-on-year, housing (+6.2%), food (+5.6%), and services (+6.1%) remained the key contributors.

In Lithuania, prices grew 0.2% month on month and 4.1% year on year, with an average annual inflation rate of 3.5%. Seasonal factors pushed up prices for clothing and footwear (+5.2%), while food prices rose only slightly (+0.1%) and package holidays, hotels, and recreation became cheaper. Goods increased by 3.1% and services by 6.2% compared to October 2024.

Context:

Inflation across the Baltic region has stabilized after the sharp swings of recent years, hovering around 4–5%. While food prices have eased, service costs and housing-related expenses continue to put upward pressure on consumer budgets. Baltic central banks and finance ministries expect price growth to remain moderate through the winter, with energy tariffs and wage-driven service inflation as the key factors to watch.
