Latvia | Planned Amendments on Language Compliance
(early informational note for foreign companies and specialists)
The Saeima Legal Affairs Committee has supported draft amendments that would increase administrative fines for violations of Latvian-language requirements.
At this stage, the proposal is not a law — it has only passed a committee review and would need three full readings in the parliament.
What the amendments aim to change
If adopted, the amendments would raise penalties for:
• missing or incorrect Latvian in public information and company names;
• product or service information provided without a Latvian version;
• documents not accepted or issued in Latvian where required;
• insufficient Latvian use when performing professional duties;
• hiring employees whose Latvian proficiency does not meet the required level for their role.
What this may mean for expats and foreign staff
If the amendments move forward in their current form, they may affect:
• customer-facing positions in retail, hospitality, logistics and service centres;
• roles where communication with clients or public authorities is required;
• companies that rely on English-only internal processes for documentation or onboarding.
Specialists working in technical, international or corporate roles with predominantly internal communication are less likely to be affected, as such positions typically allow local bilingual staff to handle Latvian-language interactions.
Current status
• No changes are in force.
• The proposal may still be revised during parliamentary readings.
• Further updates will depend on how the draft progresses toward the 3rd reading.
