💶 Estonia’s Tax Revenues Rise by €1.1 B in 2025
Estonia’s tax revenues grew by €1.1 billion in the first nine months of 2025 compared to the same period last year, reaching a total of €11.3 billion, according to the Tax and Customs Board (EMTA).
The agency attributes the increase mainly to changes in tax law and a rise in average wages. In September alone, collections reached €1.28 billion, up €117 million year-on-year.
The largest increases came from:
• Personal income tax +€360 million
• Social tax +€205 million
• VAT +€238 million
• Corporate income tax +€170 million
• Fuel excise +€30 million
• Tobacco excise +€3 million
Alcohol excise, however, fell by €6 million.
Outstanding tax debt stood at €351 million on 1 October, with €51 million deferred.
Context:
Higher wage levels and tax adjustments have strengthened Estonia’s fiscal position despite slower economic growth. The figures suggest steady consumer activity and strong labor-market dynamics going into Q4 2025.
