🇪🇪 Estonia Sets 2026 Immigration Quota at 1,292 — Yet This Year’s Limit Remains Half Unused
Estonia has approved its 2026 immigration quota at 1,292 work-based residence permits, slightly below previous years, according to the Ministry of the Interior. However, the current year’s quota has been only half utilized, with 489 permits still available as of early September.
Interior Minister Igor Taro said the quota will remain profession-neutral — meaning no restrictions by occupation or type of employment will apply.
“There is no longer a need for detailed allocation by sectors or job types. The quota remains open for general distribution,” Taro explained.
The annual immigration ceiling covers most third-country nationals (outside the EU/EEA), excluding top specialists, startup founders, and those with temporary protection.
Context:
Estonia’s relatively small immigration quota — fixed at 0.1% of the population — reflects both its cautious labor policy and growing automation in key sectors. Despite labor shortages in construction and manufacturing, employers are turning increasingly to seasonal or short-term permits outside the main quota. In 2025, neighboring Latvia and Lithuania each admitted roughly 3–4 times more non-EU workers under similar frameworks.
