⚡️ EU moves forward with new Talent Pool for non-EU workers

The Council and the European Parliament reached a provisional agreement on creating the EU Talent Pool, a digital platform matching employers in EU member states with non-EU jobseekers. Participation will be voluntary for member states. The platform will host vacancies from employers established in the EU and profiles of jobseekers residing outside the EU. It aims to address labour shortages and improve recruitment transparency. The regulation does not change national rules on entry, visas or residence permits.

Non-EU jobseekers will be able to submit skills, qualifications and language profiles. The platform will also provide information on working conditions, rights, and national immigration procedures. Jobseekers who receive an offer must complete the standard national process for residence and work permits. Member states will check employers against national or EU lists of suspended or excluded companies. Only employers compliant with labour and migration rules will be allowed to use the system.

Context:

Labour shortages remain a structural issue across the Baltic region and the wider EU, especially in construction, logistics, manufacturing and care services. The EU Talent Pool introduces a unified recruitment channel but leaves national control over migration procedures unchanged. The Baltic states follow similar patterns of regulated recruitment from outside the EU, making the new platform relevant for sectors with persistent vacancies. The next step is formal adoption by both institutions and later national implementation.
