🏗 Latvia’s Construction Output Up 9.6% in Q3

Latvia’s construction sector grew by 9.6% year-on-year in the third quarter of 2025, according to the Central Statistical Bureau. Growth was strongest in civil engineering (+22.4%), driven by road and railway projects (+20.9%) and utility infrastructure (+19.4%). Building construction rose by 5.0%, while specialized construction work increased by 3.4%.

Over the first nine months of 2025, construction output increased by 8.9% compared with the same period last year. Civil engineering grew by 28.8%, while building construction remained nearly flat (+0.3%). Quarter-on-quarter, total construction volume fell slightly by 0.2% due to weaker specialized works (-2.7%).

In Q3, authorities issued 950 building permits for residential projects covering 333,000 m², including 701 permits for new buildings. Non-residential projects received 312 permits with a total area of 464,000 m², including 89 permits for industrial and warehouse buildings.

Context:

The strong rebound in civil engineering highlights Latvia’s focus on transport and infrastructure investment, supported by EU-funded projects and post-pandemic recovery programs. While residential construction remains modest, industrial and logistics developments continue to expand across key regions.
