€256.5 million — Estonia’s carbon auction revenues in 2025

Estonia received €256.5 million from EU ETS carbon allowance auctions in 2025, according to the Ministry of Climate. Since 2013, the country has collected more than €2.3 billion from carbon allowance sales.

Transport and mobility have received the largest share — around €1 billion. Another €446 million has gone to building energy efficiency, €175 million to renewable energy and energy efficiency, and almost €164 million to monitoring and research.

The revenues are already financing major infrastructure projects, including Rail Baltica, railway electrification, new electric trains and shore-power infrastructure at Estonian ports.
