Estonia considers pushing Rail Baltica completion to 2034

Estonia is considering postponing completion of its Rail Baltica section from 2030 to 2034 as part of the government’s 2027 budget talks.

Prime Minister Kristen Michal said Estonia remains technically capable of completing the railway by 2030, but doing so would require a substantially larger contribution from the national budget. Slowing construction on some sections could allow Estonia to use more EU funding from the next financial period instead.

The discussion comes as the government is looking for several hundred million euros of savings and has already signalled that infrastructure investment will be one of the main areas affected by fiscal consolidation.

A decision has not yet been taken. The government is discussing the option as part of the state budget process, so 2034 is currently a financing scenario, not a new formal project deadline.

Signal: Estonia, until now the Baltic state most consistently associated with the 2030 Rail Baltica timetable, is openly considering trading speed for a lower national financing burden.
