Latvia brings non-bank lenders under central bank supervision

Latvia will bring non-bank consumer lenders under the supervision of Latvijas Banka from 1 January 2027, after parliament approved the reform package in its final reading on 17 September.

The central bank will take over licensing and supervision from the Consumer Rights Protection Centre, as well as consumer-protection functions covering financial services, unfair commercial practices and advertising.

The change will bring 38 non-bank consumer lenders and 36 credit intermediaries and representatives under Latvijas Banka, alongside around 200 financial-market participants already supervised by the central bank. Deferred-payment providers will come under its supervision earlier, from 20 November 2026.

The reform moves Latvia towards a single financial-sector supervisory system and replaces a model in which non-bank consumer lending was overseen separately from the rest of the financial market.
