Defence procurement problems reach Estonia’s political leadership

Problems in Estonia’s rapidly expanding defence procurement system have moved from contract disputes into a broader governance and political issue.

Defence Minister Hanno Pevkur resigned after National Audit Office findings and revelations surrounding ammunition contracts managed by the Estonian Centre for Defence Investments, RKIK. Prosecutors have opened criminal proceedings covering issues raised in defence-sector audits, although no individual has been named as a suspect.

One central dispute concerns advance payments of roughly €60–70 million connected with ammunition procurement for Ukraine. RKIK has also acknowledged that it cannot document how contact with supplier Datasel originally developed or reconstruct some of the decisions behind the procurement.

The problem extends beyond one contract. RKIK has reported difficulties with seven of 27 weapons and ammunition contracts connected with support for Ukraine.

As Estonia sharply increases defence spending, the emerging issue is therefore not only procurement speed, but whether financial controls and documentation can scale at the same pace.
