Estonia’s Construction Costs Rise 3.8% as Building Materials Lead Price Growth
Estonia’s construction price index increased by 3.8% year on year in the third quarter of 2026, according to Statistics Estonia. Compared with the previous quarter, construction costs rose by 1.0%.
Building materials recorded the strongest annual increase, at 4.4%, followed by building machinery costs at 2.7% and labour costs at 2.5%. Statistics Estonia identified higher material prices, particularly those linked to imported raw materials, as the largest contributor to annual construction cost growth.
Price increases also differed by building category. Construction costs rose by 4.1% for apartment buildings and industrial buildings, 3.7% for detached houses and 3.4% for office buildings.
The figures indicate continued cost pressure in Estonia’s construction sector, although quarterly price growth slowed from 1.9% in the second quarter to 1.0% in the third. The index measures changes in construction inputs rather than property transaction prices.
